Assessing Overall Candidate Promises

EDITOR'S NOTE: All of a candidates' actions and promises on immigration are considered in these three overarching categories --

  • what do you do with the 12-20 million illegal aliens already here;
  • what do you do to stop future illegal immigration, and
  • what do you do to protect American workers and communities from the current peak flood of foreign workers?

Amnesty & Attrition Through Enforcement

OFFICIAL STANCE ON AMNESTY on Amnesty/Legalization for illegal aliens and on Attrition Through Enforcement that pushes illegal aliens to go back home

  • "No Amnesty. Do not provide legal status to illegal aliens. Amnesty undermines U.S. law and policy, rewards bad behavior, and is unfair to the millions of immigrants who follow the law and are awaiting legal entry into the United States. In some cases, those law-abiding and aspiring immigrants have been waiting for several years."
  • "Attrition through Enforcement. Reduce the number of illegal aliens through increased enforcement against unauthorized alien workers and their employers. Without illegal employment opportunities available, fewer illegal aliens will attempt to enter the country, and many of those illegally in the country now likely will return home. Self-deportation can also be maximized by stepping up the enforcement levels of other existing immigration laws. This course of action offers a reasonable alternative to the false choices currently proposed to deal with the 12 million or more aliens already in the U.S. illegally: either arrest and deport them all, or give them all amnesty. Attrition through enforcement is a more reasonable and achievable solution, but this approach requires additional resources for enforcement and border security." October 23, 2007; Fred Thompson's Border Security and Immigration Reform Plan

"Fred Thompson vowed to veto amnesty for illegal immigrants. 'Yes. I will pledge that. A nation that cannot and will not defend its own borders will not forever remain a sovereign nation,' Thompson said. 'We have thousands of people standing in line at embassies around the world to become United States American citizens. To come here to get a green card. To come here and to assimilate, to become a part of our culture. They are a part of what has made out country great. Some of our better citizens, we all know them and love them. Now it's our country together - theirs and ours now together. It's our home. And we now get to decide who comes into our home. And to put somebody above them or in front of them in line is the wrong thing to do.'" December 3, 2007; Associated Content

During the CNN/YouTube debate that aired on November 28, 2007, the Republican candidates for president were asked to answer the question, "Will you pledge to veto amnesty for illegal immigrants?"

A video of their responses posted to the YouTube website showed Sen. Fred Thompson, Rudolph Giuliani, Sen. John McCain, and Rep. Tom Tancredo responding to the question.

"Thompson said that after securing the U.S. border, the millions of undocumented foreign workers now working in the U.S. could be addressed through attrition. 'They set up a false choice — either we get giant busloads of people tomorrow, and round them all up, or we have to grant amnesty. Attrition by enforcement is what makes the most sense,' he said." October 18, 2007; The Atlanta Journal-Constitution

"We know that the overwhelming majority of illegals come across the Mexican border. Fortunately, we’ve got someone who is all too willing to tell us what we should do about it — the president of Mexico Philipe Calderon.  President Calderon doesn’t think much of our border policies. He criticizes our efforts to secure the border with things such as border fencing. He says that bottle necks at U.S. checkpoints hurt Mexican commerce and force his citizens to migrate illegally in order to make a living (and of course send money back to Mexico ). He apparently thinks we should do nothing except make American citizens out of his constituents." March 20, 2007; Paul Harvey Show, ABC Radio Networks
Overall Policies on Future ILLEGAL Immigration
EDITOR'S NOTE: See lower on this page for stances on 8 specific measures to stop illegal immigration. This section contains information about aspects not covered by those categories. The rating on this section found on the Presidential Grid is based on the 8 specific ratings and the information in this section.

"Increased Prosecution. Deploy the additional assets outlined above to prosecute alien smugglers ("coyotes"), alien gang members, previously deported felons, and aliens who have repeatedly violated our immigration laws much more vigorously." October 23, 2007; Fred Thompson's Border Security and Immigration Reform Plan

  1. Doubling ICE agents handling interior enforcement, increasing the Border Patrol to at least 25,000 agents, and increasing detention space to incarcerate illegal aliens we arrest rather than letting them go with a promise to show up later for legal proceedings against them.

  2. Adding resources for the Department of Justice to prosecute alien smugglers, people involved in trafficking in false identification documents, and previously deported felons.

  3. Maximizing efforts to prosecute and convict members of criminal alien gangs, such as MS-13 and affiliated gangs. These gangs have brought unusual levels of violence to more than 30 U.S. states and have also become very active in drug-smuggling, gun-smuggling, and alien-smuggling.

  4. Implementing fully and making greater use of the expedited removal process already allowed under federal law.

  5. Enabling the Social Security Administration to share relevant information with immigration and law enforcement personnel in a manner that will support effective interior enforcement efforts." October 23, 2007; Fred Thompson's Border Security and Immigration Reform Plan

"Enforce Existing Federal Laws
. Enforce the laws Congress has already enacted to prevent illegal aliens from unlawfully benefiting from their presence in the country:

Deny discretionary Federal grants as appropriate to states and local governments that violate federal law by offering public benefits to illegal aliens, as prohibited by 8 USC 1621(a)." October 23, 2007; Fred Thompson's Border Security and Immigration Reform Plan

Overall Stance on Permanent Legal Numbers
EDITOR'S NOTE: Stances on specific legal immigration categories (Chain Migration, Lottery, Worker Importation & Birthright Citizenship) are shown lower on this page. This category contains additional comments, especially any positions about what the overall annual immigration number should be. The overall grade on legal numbers on the Grid is based on this section and the four specific categories.
OFFICIAL STANCE on reducing LEGAL immigration numbers: NONE
Improving the Legal Immigration Process The United States is a nation of immigrants. We must continue to welcome immigrants and foreign workers who come to our country legally, giving priority to those who can advance the nation's interests and common good. October 23, 2007; Fred Thompson's Border Security and Immigration Reform Plan

View Grade
EDITOR'S NOTE: Candidates who have served in Congress have an extensive record on federal immigration issues which have been weighed and graded. Other candidates have had less opportunity to deal with immigration at other levels of government.

2000: Voted against an illegal immigration amnesty
Former Sen. Thompson voted against including an amnesty for illegal aliens from Central America in the Senate H-1B bill (S.2045). This was not necessarily a vote against the amnesty, but rather a vote against including it in the H-1B legislation. The move to attach the amnesty failed 43-55.

1996: Voted in committee in favor of the Hatch Amendment to S. 1664 to reduce fines against employers who hire illegal aliens
Former Sen. Thompson voted as part of the Senate Judiciary Committee in favor of the Hatch Amendment to S. 1664. The Hatch Amendment stripped the provision from S. 1664 that increased fines against businesses that hire illegal aliens, thus making it less attractive for businesses to hire illegal aliens. The Hatch Amendment passed by a vote of 9-8.

1995-1996: Voted in committee to increase interior enforcement
Former Sen. Thompson voted as part of the Judiciary Committee in favor of S. 1664 to reduce illegal immigration through mandatory workplace verification programs. S. 1664 was passed by the Judiciary Committee by a vote of 13-4.

1995-1996: Voted in committee to eliminate the visa lottery
Former Sen. Thompson voted as part of the Judiciary Committee in favor of S.1664 that would have eliminated the visa lottery that awards 50,000 visas a year to aliens without regard to family connections, job qualifications, or humanitarian need. S. 1664 was passed by the Judiciary Committee by a vote of 13-4.

1995-1996: Voted in committee to reduce chain migration
Former Sen. Thompson voted as part of the Judiciary Committee in favor of S. 1664 that would have shifted the primary focus of immigration policy to spouses and minor children from extended family. It would have set a ceiling of 330,000 on family-based immigration, thus reducing chain migration. S. 1664 was passed by the Judiciary Committee by a vote of 13-4.

Assessing Specific Stances on LEGAL IMMIGRATION

EDITOR'S NOTE: Unless the following four categories of legal immigration are changed, current policies will add 100 million additional people to the United States over the next few decades.

Chain Migration

OFFICIAL STANCE on Chain Migration of extended adult family members

  • "Reduce the scope of chain migration by giving family preference in the allocation of lawful permanent resident status only to spouses and minor children of U.S. citizens, and no one else (no siblings, no parents, no adult children, etc.)." October 23, 2007; Fred Thompson's Border Security and Immigration Reform Plan

"I believe the concern should be chain migration. Right now, we have a situation where people can bring in spouses, children, brothers, sisters, fathers, mothers and so forth. I think that people should be able to serve as a basis for the bringing in of their spouses and of their children, but I do not think there should be endless chain migration." December 9, 2007; GOP Univision Debate

Visa Lottery

IMPORTING FOREIGN WORKERS
OFFICIAL STANCE on protecting Americans' jobs and wages from foreign workers
  • "Maximize Program Efficiency. Reduce the backlogs and streamline the process for immigrants and employers who seek to follow the law. Also, simplify and expedite the application processes for temporary visas. This can be accomplished by hiring more personnel at Citizenship and Immigration Services and the FBI. Caps for any category of temporary work visa would be increased as appropriate, if it could be demonstrated that there are no Americans capable and willing to do the jobs." Citizenship for Births to ILLEGAL ALIENS

OFFICIAL STANCE on giving U.S. citizenship for births to illegal aliens: NONE
"[O]ur courts have ruled that such children, such babies born here are United States citizens. That's part of the 14th Amendment as has been interpreted by the courts, as I understand it." December 9, 2007; GOP Univision Debate

Assessing Specific Stances on ilLEGAL IMMIGRATION

EDITOR'S NOTE: Unless the following four categories of legal immigration are changed, current policies will add 100 million additional people to the United States over the next few decades.

MANDATORY WORKPLACE VERIFICATION

OFFICIAL STANCE on keeping illegal aliens from getting jobs:

  • "Reduce the Jobs Incentive. Ensure employee verification by requiring that all U.S. employers use the Department of Homeland Security's electronic database (the E-Verify system) to confirm that a prospective employee is authorized to work in the U.S. Now that the technology is proven, provide sufficient resources to make the system as thorough, fast, accurate, and easy-to-use as possible." October 23, 2007; Fred Thompson's Border Security and Immigration Reform Plan

1995-1996: Voted in committee to reduce worker importation
Former Sen. Thompson voted as part of the Judiciary Committee in favor of S. 1664 that would have eliminated visas for unskilled workers. It would have increased the number of skilled worker visas available by almost 10,000 however, since neither actual nor projected admissions reach even the current ceiling, the higher ceiling would have had no impact on admissions. S. 1664 was passed by the Judiciary Committee by a vote of 13-4.

PUNISHING EMPLOYERS OF ILLEGAL ALIENS

OFFICIAL STANCE on punishing employers who hire illegal aliens: NONE

"[W]e've got to punish the employers who will not obey the law." December 3, 2007; Associated Content

"Republican Fred Thompson on Wednesday endorsed a tough immigration measure being pushed by Iowa Rep. Steve King that would punish companies that hire illegal immigrants. 'It is time for America to start enforcing immigration laws and stop giving businesses that hire illegal aliens a free pass,’’ Thompson said in a statement. 'Businesses who do not play by the rules should not be rewarded under our tax laws.' Under King’s measure King, businesses could not take a tax deduction for wages paid to an illegal immigrant, a step Thompson said he supported 'because it provides a disincentive to employers who hire undocumented workers.'" November 7, 2007; The Associated Press

LOCAL ENFORCEMENT of IMMIGRATION

OFFICIAL STANCE on empowering local enforcement of immigration laws: NONE

"Republican presidential candidate Fred Thompson said during a Thursday visit here that he supports allowing state and local authorities to enforce federal immigration laws. "I think in cooperation with the federal authorities," he said in response to a question about whether he supported such a move. "I've been to places where they're working hand in glove." November 29, 2007; Arizona Daily Star

ENTRY/EXIT SYSTEM AT BORDERS

OFFICIAL STANCE on implementation of entry/exit system to reduce illegal aliens who overstay visas:

"Rigorous Entry/Exit Tracking. Complete the implementation of a system to track visa entrants and exits, as has been required by federal law for more than ten years, and connect it to the FBI's National Crime Information Center (NCIC), in order to curb visa overstays and permit more effective enforcement." December 11, 2007; Fred Thompson's Border Security and Immigration Reform Plan
Please email information.
BORDER SECURITY
OFFICIAL STANCE on the fence and other strengthening of the border:
  • Bolster Border Security. Finish building the 854-mile wall along the border by 2010 as required by 8 USC 1103. Extend the wall beyond that as appropriate and deploy new technologies and additional resources to enhance detection and rapid apprehension along our borders by 2012. October 23, 2007; Fred Thompson's Border Security and Immigration Reform Plan

"We've go to strengthen the border, we've   got to enforce the border, we've got to punish the employers who will not obey   the law, and we've go to eliminate sanctuary cities and say to sanctuary cities   'If you continue this, we're going to cut off federal funding for you. You're   not going to do it with federal money.'" December 3, 2007; Associated Content

"'You've got to secure the border first, before you do anything,' he said. 'The members say it's right here in this bill: the border. The response is, 'We don't care what's on a piece of paper -- secure the border.' This piece of paper doesn't secure the border.' Mr. Thompson said the new bill is 'the same deal' offered in the 1986 amnesty -- legalization of illegal aliens in exchange for border security -- but said Americans won't be fooled again." June 3, 2007; The Washington Times

"'Twelve million illegal immigrants later, we are now living in a nation that is beset by people who are suicidal maniacs and want to kill countless innocent men, women and children around the world,' the former Tennessee senator said. 'We're sitting here now with essentially open borders.' He made the comments Thursday night as he discussed the 1986 immigration reform bill and the Senate's current legislation to overhaul the immigration system during a speech to people attending the annual Prescott Bush Awards Dinner in Stamford, Conn." May 25, 2007; The Associated Press

SANCTUARY CITIES POLICIES
OFFICIAL STANCE on cities and states that forbid certain enforcement of immigration laws:
  • End Sanctuary Cities by cutting off discretionary federal grant funds as appropriate to any community that, by law, ordinance, executive order, or other formal policy directs its public officials not to comply with the provisions of 8 USC 1373 and 8 USC 1644, which prohibit any state or local government from restricting in any way communications with the Department of Homeland Security "regarding the immigration status, lawful or unlawful, of an alien in the United States." October 23, 2007; Fred Thompson's Border Security and Immigration Reform Plan

"[W]e've got to eliminate sanctuary cities and say to sanctuary cities 'If you continue this, we're going to cut off federal funding for you. You're not going to do it with federal money.'" December 3, 2007; Associated Content

October 23, 2007; Fred Thompson's Border Security and Immigration Reform Plan

"'I voted to do away with sanctuary cities,' said Thompson. He pointed to Rudy Giuliani, the former mayor of New York. 'I don't know where [Giuliani] stands today on that. I know where he stood then,' Thompson said." October 18, 2007; The Atlanta Journal-Constitution

"More than 60 sanctuary zones, including 30 of America’s largest cities, provide a national networked haven for foreign and organized criminals who recruit and operate outside those areas as well. These sanctuaries include Cambridge, Massachusetts; Los Angeles, California; Detroit, Michigan; Chicago, Illinois; Austin and Houston, Texas; Denver, Colorado; and New York City.

The consequences of 'sanctuary cities' may be most obvious in the city that became the first in 1979 — Los Angeles. According to the Center for Immigration Studies, a confidential California Department of Justice study from the mid-1990’s showed then that at least 60 percent of the members of L.A.’s most violent gangs, with membership in the tens of thousands, were illegal aliens. Of all outstanding murder warrants in Los Angeles, 95 percent are for illegal aliens. Frustrated police say they are powerless to pick up even well-known, previously deported felons.August 13, 2007; Fred08.com

DRIVER'S LICENSES FOR ILLEGAL ALIENS
