"Today's vote [June 28, 2007], coming after dozens of amendments and weeks of debate, reflected the severity of the shortcomings and fundamental flaws of this immigration proposal. Today's vote was more than a procedural vote; it was a vote on the substance of the bill. I voted against this bill because it puts amnesty first and included minimal border security and legal immigration reform provisions only as enticements to secure some votes in favor if the amnesty provisions."
