Rep. John Conyer's Amnesty Act (H.R. 4966)
would add to the U.S. population

Another 3.4 Million People!

Proposed for an end-of-session spending bill,
this amnesty would be the largest in the history of this country -
larger than even the giant IRCA Amnesty of 1986!

• Amnestied Aliens. H.R.4966 would result in an overall ten-year amnesty for 3,417,250 aliens.

    • Additions to the NACARA Amnesty of 1997. H.R.4966 would grant amnesty to any Salvadorans, Guatemalans, and Hondurans who have lived in the United States illegally since December 1, 1995, plus their families, even those still in the home country. In addition to the original NACARA amnesty, this would result in amnesty for another 1,001,250 Salvadorans and Guatemalans and another 221,500 Hondurans.
    • Additions to the HRIFA Amnesty of 1998. H.R.4966 would grant amnesty to any Haitians who have been in the U.S. since December 1, 1995, plus their families, even those still in Haiti. This would result in amnesty for another 221,500 Haitians.
    • New Liberian Amnesty of 2000. H.R.4966 would grant amnesty to all Liberians who received Temporary Protected Status, plus their families. This would result in amnesty for some 40,000 Liberians.
    • New General Amnesty of 2000. H.R.4966 would allow any illegal alien who has lived in the U.S. continually since January 1, 1986, to be granted legal permanent residence. Based on INS estimates, this provision would make possible amnesty for 1,933,000 illegal aliens who have been in the United States as of October 1985.
